Breakwater Park is an existing park already endowed with outstanding park assets – mature trees, an attractive sequence of spaces between headlands and bays, a wonderful work of public art, pedestrian proximity to downtown and Queens University, and unobstructed long vistas to the Lake Ontario horizon.

Despite these strong elements, the park is currently underperforming. Infrastructure such as pathways, furniture, and shoreline access needs a boost to optimize the function and phenomenal experience of the park. However, in addition to refining the park’s present signature and enhancing its relationship to the lake, the scheme also proposes to incorporate the neighbouring water treatment plant grounds and pier, which have already been appropriated as popular destinations for lake swimming and kite boarding. An upland beach with terraced access to the water, and a retrofit of the pier with a new bridge threshold, provide new amenities which, when completed, will complete Breakwater Park as a destination with a full range of activities for all ages and styles of recreation.
